WILLIAMSPORT PARKING AUTHORITY MEETING
of
October 18, 2023
The regular meeting of the Williamsport Parking Authority (the “Authority”) was held on October 18, 2023, pursuant to legal notice. The meeting was held in the Authority’s office at 270 West Third Street, Williamsport, PA. The meeting was brought to order by the Chairman at 5:10 P.M. Members of the Authority in attendance were Jared Kinley, Ned Roush, Dr. Anthony Cipolla, and Tony Nardi. Others in attendance were Dave Kish (WPA), Bethany Jones (RVTA), and Scott T. Williams and Zachary M. DuGan (Solicitors).
Minutes
The Chairman asked the Authority members if they had reviewed the Minutes of the meeting of September 20, 2023. Dr. Cipolla made a motion to approve the Minutes as written. The motion was seconded by Mr. Roush and passed by unanimous vote.
Financial Report
Ms. Jones indicated that there was no financial report to provide to the Authority. Ms. Jones started a discussion with the Authority members in connection with the Authority becoming completely financially independent from RVTA by January 1, 2024.
Old Business
Lot Repair
Mr. Kish reported on the Lot F repair. Mr. Kish will put a bid solicitation advertisement and bid specs. Mr. Kish had nothing further to report at this time.
Third Street Garage Fire System
Mr. Kish reported that the necessary parts for the Third (3rd) Street Garage Fire System are on order. Mr. Kish had nothing further to report at this time.
Lot E
The Authority discussed Lot E. Mr. Nardi attempted to pull comparable lots or vacant pieces of land for Lot E and the Authority engaged in a discussion on potential pricing. Mr. Nardi was contacted by a potential buyer for Lot H. Mr. Nardi will provide the Solicitor with a draft letter for the potential buyer. The Authority asked the Solicitor to send that letter to the potential buyer in order to determine if further action was needed. The Authority took no further action on this item.
New Business
Coin Counter

Mr. Kish reported that a bid was advertised for a coin counter for the office to avoid hand counting meter coins. The Authority received three (3) bids, with the lowest bid being $3,999. Mr. Kinley made a motion to approve the approve the lowest responsive bidder for $3,999. The motion was seconded by Dr. Cipolla and passed by unanimous vote.
Holiday Parking
Mr. Kish indicated that Holiday parking—from Black Friday until December 25— was free after 3:00PM in the past. Dr. Cipolla made a motion to approve the Holiday parking hours. The motion was seconded by Mr. Nardi and passed by unanimous vote.
Snow Removal Quote
Mr. Kish presented a quote from Wolyniec Construction, Inc. for annual snow removal. Dr. Cipolla made a motion to approve the quote from Wolyniec. The motion was seconded by Mr. Kinley and passed by unanimous vote
Employee Handbook Revision
Mr. Kish to review the revisions to the Authority’s Employee Handbook provided by the Solicitor.
County Parking
The County requested discounted parking for County employees. The Authority discussed potential locations and the amount of discount. Mr. Wright (RVTA) is to provide the Authority with an estimate on the number of spaces the County may need. No further action was taken at this time.

There being no further business to come before the Authority, the meeting was adjourned at 6:05 P.M.
