Minutes – 11-15-23

November 15, 2023
The regular meeting of the Williamsport Parking Authority (the “Authority”) was held on November 15, 2023, pursuant to legal notice. The meeting was held in the Authority’s office at 270 West Third Street, Williamsport, PA. The meeting was brought to order by the Chairman at 5:05 P.M. Members of the Authority in attendance were Jared Kinley, Dr. Anthony Cipolla, Shawn Reams, and Tony Nardi. Others in attendance were Dave Kish (WPA), Scott T. Williams (Solicitor) and Zachary M. DuGan.
The Chairman asked the Authority members if they had reviewed the Minutes of the meeting of October 18, 2023. Mr. Kinley made a motion to approve the Minutes as written. The motion was seconded by Dr. Cipolla and passed by unanimous vote.
Financial Report
Mr. Kish indicated that there was no financial report from RVTA to provide to the Authority. He noted that accounting services for the Authority will be discussed in more detail in New Business.
Old Business
Lot Repair
Mr. Kish had nothing further to report at this time.
Lot E & Lot H
The Authority discussed potential purchasers for Lot E and Lot H. The Authority will send letters to the potential purchasers to determine their interest level and if further action is needed. The Authority took no further action on this item.
Employee Handbook Revision
Mr. Kish had nothing further to report at this time.
New Business
Accounting Services
Mr. Kish reported that he contacted six (6) accounting firms for service quotes, but only two (2) were accepting new clients—Padget Business Advisors and Lee A Viard & Associates, P.C. Mr. Kish noted the price monthly price difference between Padget and Viard pointing out that Padget offers full payroll services and access to QuickBooks, which was an additional charge at Viard. Following a brief discussion, Dr. Cipolla made


a motion to engage Padget for accounting services. The motion was seconded by Mr. Nardi and passed by unanimous vote.
2024 Budget Process
Mr. Kish is in the process of putting the 2024 budget together but needs to discuss the budget with Todd Wright (RVTA). Mr. Kish had nothing further to report at this time.
Transition from RVTA
Mr. Kish reported the Authority’s transition from RVTA is currently in process. Mr. Kish noted that he must contact Mr. Wright to discuss certain details of the formal separation, including finances and the management agreement between the Authority and RVTA. No further action was taken at this time.
Holiday Fund Drive for Family Promise
Mr. Kish explained the Holiday Fund Drive for Family Promise. As the Authority has done in the past, a randomly selected parking meter will be designated every week as the donation meter for the Holiday Fund Drive. The donation meter will change every week and all the proceeds collected in the donation meter will be donated to Family Promise. No further action was taken at this time.
