WILLIAMSPORT PARKING AUTHORITY MEETING
OF
April 19, 2023

The regular meeting of the Williamsport Parking Authority (the “Authority”) was held on April
19, 2023, pursuant to legal notice. The meeting was held in the Authority’s office at 270 West
Third Street, Williamsport, PA. The meeting was brought to order by the Chairman at 5:14 P.M.
Members of the Authority in attendance were Ned Roush, Tony Nardi, Dr. Anthony Cipolla, and
Jared Kinley. Others in attendance were Dave Kish (WPA), Nicole Farr (RVTA), Bethany Jones
(RVTA), Shawn Reams (visitor), and Scott T. Williams and Zachary DuGan (Solicitors).

Minutes
The Chairman asked the Authority members if they had reviewed the Minutes of the
meeting of March 15, 2023. Mr. Nardi made a motion to approve the Minutes as written. The
motion was seconded by Dr. Cipolla and passed by unanimous vote.

Financial Report
Ms. Farr gave the financial report for the period from January 1, 2023, to March 31,
2023. She noted that receipts were higher than last year, but were still below budget.
Additionally, expense items were lower than last year and below budget. Ms. Farr indicated the
bank balance was at $446,000 and debt is $183,753 for mortgage note and $4.307 million for
bond. Dr. Cipolla made a motion to approve the financial report as given. The motion was
seconded by Mr. Kinley and passed by unanimous vote.

Enforcement Software
Mr. Kish presented price quotes for three (3) providers of updated enforcement equipment and
software. The estimated quotes for each were for three (3) years. The Authority members
discussed the details of each option at length, including the initial cost, equipment cost, warranty
services, and ongoing cost of subscriptions. Dr. Cipolla made a motion to contract with
UPSafety. The motion was seconded by Mr. Nardi and passed by unanimous vote.

First Friday
Mr. Kish confirmed that on-street parking would be free on First Friday after 3:00 P.M., but still
charge until 6:00 P.M. in deck. There was a question regarding the costs for on-street meter
parking compared to the costs of on-deck parking in connection with the public’s general usage
of each. The Authority members discussed this in detail and

requested Mr. Kish attempt to obtain more detailed numbers for the use of the parking deck(s)
after 6:00 P.M.
Exterior Paint
Mr. Kish reported on the status of painting the exterior of the Authority office building. The
Authority members discussed various options, including the commission of a local artist to paint
a mural on one (1) side of the building. Mr. Kish will obtain pricing estimates for painting and
repairing some cracking on the existing façade.

Lot Repairs
Mr. Kish reported on Authority lot repairs. He indicated that certain lots needed mulch, pothole
repairs, and some patch work due to normal wear and tear. Additionally, a tree needs to be
removed from Lot NOR.

Redevelopment Authority
Dr. Cipolla reported the Williamsport Redevelopment Authority wants the Authority to manage
its new garage to be constructed.

For the Good of the Order
Nothing new to report on with Williamsport Properties.

Mr. Roush asked about Grower’s Market improvements (electricity/bathrooms), which was
discussed. Dr. Cipolla will ask if there is any money available for these improvements from the
County and Mr. Kinley will check with the City.

There being no further business to come before the Authority, the meeting was adjourned at 5:52
P.M.
